Methodology
Each state's composite score is a weighted combination of three metrics:
- Average BASIC percentile (40%) — mean SMS percentile for all scored carriers headquartered in the state
- Out-of-service rate (30%) — proportion of roadside inspections resulting in an OOS order
- Crash rate (30%) — total crashes divided by carrier count, capped and scaled
Grades: A (<25), B (25–34), C (35–44), D (45–54), F (55+). Only states with 50+ active carriers are included.
