How this dataset is derived.

OOS rate equals total OOS events divided by total inspections per jurisdiction. Source rows come from the FMCSA MCMIS Roadside Inspection table. Jurisdictions with fewer than 100 inspections are excluded to keep the rate statistically meaningful.
