FMCSA Safety Measurement System (SMS)
The Unsafe Driving BASIC measures the occurrence of violations associated with dangerous driving behavior. This includes speeding, reckless driving, improper lane changes, failure to use seatbelts, texting while driving, and other moving violations. Carriers with high Unsafe Driving scores are more likely to be involved in crashes. FMCSA uses a 24-month inspection history to calculate percentile rankings, with severity and time weights applied to each violation. Violations observed more recently receive higher time weights (3x for 0-6 months, 2x for 6-12 months, 1x for 12-24 months).
