Chameleon Carrier Watch

Suspected chameleon-carrier clusters detected by cross-joining public FMCSA carrier and authority records. A heuristic surface — not a regulatory finding.

This is a heuristic detection, not a regulatory finding. Many legitimate businesses share addresses (corporate parks, virtual mailbox services, family-run multi-entity operations). Use this as a starting point for your own due diligence, not a verdict. TruckCodex is not affiliated with FMCSA and these clusters are not official enforcement findings.

What is a chameleon carrier?

A chameleon carrier is a motor carrier that ceases operations under one USDOT number — often after accumulating safety violations, lawsuits, or a revoked operating authority — and quickly re-registers under a new USDOT, frequently at the same address and phone, sometimes with a similar legal name. The pattern lets the operator effectively reset its public safety record without changing how it operates day-to-day. CBS's 60 Minutes ran a major April 2026 investigation on the practice, and brokers, shippers, and consumers have been searching for "is X carrier a chameleon" ever since.

Every fact behind the matches on this page comes from FMCSA's public Carrier and AuthorityEvent records. The detection itself is our work: a scan of every revoked or out-of-service carrier in the last 24 months, paired against carriers that registered at the same physical address and phone-number last-7 within 18 months of the revocation. Each pair earns up to 4 points of evidence (phone match, address match, legal-name or DBA match, tight time window) minus 1 point if the new carrier already has its own substantial inspection history. We publish a public page only for clusters scoring 3 or higher.

Frequently asked questions

What is a chameleon carrier? ▾
A chameleon carrier is a motor carrier that ceases operations under one USDOT number — often after accumulating safety violations, lawsuits, or a revoked operating authority — and quickly re-registers under a new USDOT number, frequently at the same address and phone, sometimes with a similar legal name. The pattern lets the operator effectively reset its public safety record without changing how it operates day-to-day.
Why do chameleon carriers exist? ▾
Each USDOT number has its own crash, inspection, and out-of-service history. Brokers and shippers screen carriers by USDOT, so a fresh USDOT looks clean to those screens even when the people, trucks, and operations are the same. Re-registering is fast and inexpensive relative to the cost of carrying a bad safety record.
What is FMCSA's process for catching this? ▾
FMCSA uses a Vetting Program that reviews common identifiers (officer names, addresses, phone numbers, equipment) when new authority is requested, and the agency can deny or reinstate-deny applications when a chameleon link is found. The process is not perfect: vetting is staff-limited and many links surface only after the new entity has been operating for months.
How does TruckCodex detect them? ▾
We cross-join FMCSA's public Carrier registration data against itself. When a Carrier whose authority went REVOKED or out-of-service in the last 24 months shares a physical address AND phone (last-7 digits) with another Carrier that registered within 18 months of the revocation, we flag the pair. Each match is scored: +1 for matching phone, +1 for matching address, +1 for matching legal-name or DBA, +1 for a tight time window (≤6 months), and -1 if the new carrier already has its own substantial inspection history. Only clusters scoring 3 or higher get a public page.
I think this match is wrong — what should I do? ▾
Send the cluster URL and what you know to [email protected]. We'll add the case to a human review queue. We'd rather take a page down than leave a bad call up — the goal is to surface signals, not to label specific operators.
How is this different from a regulatory action? ▾
It is entirely different. TruckCodex is not FMCSA. We do not have enforcement authority and these pages are not official agency findings. They are computed inferences from public records — the same data anyone with database access could compute themselves. Treat a cluster page as a question to investigate, not as an answer.
