What This Ranking Measures

When a commercial vehicle is inspected at a roadside checkpoint and found to have critical safety defects, it receives an out-of-service (OOS) order — the vehicle cannot operate until the defect is repaired. This ranking aggregates OOS outcomes by vehicle make across all FMCSA inspections. A lower OOS rate suggests that vehicles of that make tend to be better maintained or have fewer critical defects. However, OOS rate also reflects the maintenance practices of the fleets operating those vehicles, not just manufacturing quality.
