THE CONTACT STATED THAT DURING AN INSPECTION, THE DEALER DIAGNOSED THAT THE FRAME ON THE BASE WAS RUSTED, DEEMING THE VEHICLE AS UNSAFE TO DRIVE AND NON-REPAIRABLE.
