How to use this tool

  1. Enter your USDOT or MC number. Paste a USDOT or MC/FF/MX docket. We resolve to the carrier and load Authority, InsurancePolicy, and Boc3Filing rows.
  2. Check operating authority status. Pass requires at least one ACTIVE motor-carrier Authority row. PENDING is shown as not ready — grant has not landed yet.
  3. Check insurance on file. We use the same BIPD/BMC-91 compliance logic as USDOT pages. Pass needs an active insurer signal and not currently uninsured in our snapshot.
  4. Check BOC-3 process agent. Pass when a Boc3Filing exists for the USDOT. Miss means not in our data — confirm on FMCSA before refiling.
  5. Read the three-check summary. All three pass → filings look present in our data. Any fail → finish that filing, then re-check. This is not a legal green light.
  6. Verify on FMCSA and finish ops steps. Confirm on SAFER / L&I, then use the startup checklist for UCR, IFTA, IRP, and Clearinghouse. Once ACTIVE, check MC age for broker gates.

Frequently Asked Questions

What does “ready to operate” mean on this page?
It is a three-signal snapshot from public FMCSA-sourced filings: ACTIVE motor-carrier authority, BIPD/BMC-91 insurance on file, and a BOC-3 process-agent filing. It is not a legal determination, not a SAFER substitute, and not permission to haul.
Does passing all three checks mean I can legally run loads?
No. Passing means those three public filings look present in our data. You still need state plates, UCR, IFTA/IRP where applicable, drug & alcohol program compliance, and live confirmation on FMCSA SAFER / L&I before you operate.
What if authority is PENDING but insurance and BOC-3 are filed?
The authority check stays fail until status is ACTIVE. Insurance and BOC-3 can show pass while you wait for grant — that is a common mid-sequence state, not a green light to operate.
How do you decide insurance is “on file”?
We reuse the same BIPD/BMC-91 compliance logic as USDOT carrier pages: an active insurer name from ACTIVE/ON FILE liability filings, and not currently uninsured. Absence in our snapshot is not proof you are uninsured — verify on L&I.
Why might BOC-3 show missing when I already filed?
Import lag, agent-key matching, or a filing under a related docket can leave our Boc3Filing table empty. Treat a miss as “not in our data” and confirm on FMCSA before refiling.
Is there an FMCSA checklist score or minimum I must hit?
We do not invent a scored FMCSA “ready” minimum. This tool only reports three filing signals you can verify yourself on SAFER / L&I / BOC-3 records.
Can I look up by MC number?
Yes. Enter USDOT or MC/FF/MX. We resolve the docket to the carrier, then run the three checks on that USDOT.
How is this different from the startup checklist?
The checklist is the static how-to sequence (USDOT through Clearinghouse). This tool answers whether your USDOT already shows the three core filings in our data — use both together.
