Motor Carrier Insurers

Insurance providers filing BMC-91, BMC-91X, BMC-34, and BMC-85 forms for motor carriers with the FMCSA.

This directory lists every insurance provider with a BMC-91, BMC-91X, BMC-34, or BMC-85 filing on record with the Federal Motor Carrier Safety Administration's Licensing & Insurance system. Each insurer page shows the active and historical policy filings, the carriers covered, and the U.S. states where those carriers operate. Use it to verify the insurer behind a BMC-91 certificate, look up which insurers cover a particular state or fleet size, or browse alternatives for replacement coverage. We do not rate or endorse insurers — every entry reflects what FMCSA has on file.

Insurance Filing Types

BMC-91 / BMC-91X

Motor carrier public liability (bodily injury and property damage) insurance. Required for every carrier with operating authority.

BMC-34

Cargo insurance. Required for household goods carriers and some property brokers.

BMC-84 / BMC-85

Broker financial security — BMC-84 surety bond or BMC-85 trust fund. Required for property brokers and freight forwarders; not the same as motor-carrier BIPD liability insurance.

Frequently asked questions

What is a BMC-91 filing?
BMC-91 is the federal form a trucking insurer files with FMCSA to certify that a motor carrier carries the minimum required public-liability insurance ($750,000 for general property carriers, more for hazmat or passenger). The insurer files it on the carrier's behalf, and the filing must remain continuously on record for the carrier's operating authority to stay active.
What is the difference between BMC-91 and BMC-91X?
BMC-91 covers a single primary insurer providing the full required liability limit on its own. BMC-91X is the layered version — multiple insurers combine to reach the required limit (one primary policy plus one or more excess layers). Both are equally valid for FMCSA compliance.
Are these insurers vetted or rated by TruckCodex?
No. TruckCodex publishes the FMCSA-recorded filings as-is — we do not rate, endorse, or verify the financial strength of any insurer in this directory. For ratings, consult A.M. Best or your state's department of insurance. The directory is intended as a public-record lookup, not a recommendation.
Why are some insurers shown with zero active policies?
An insurer with zero active filings has historical BMC-91 / BMC-91X / BMC-34 records on FMCSA but no policies currently flagged active. This typically reflects insurers that have stopped writing trucking insurance, been acquired, or rebranded — historical filings remain in the public record indefinitely.
Can I file my own BMC-91 with FMCSA?
No. Only an FMCSA-registered insurance provider can file the BMC-91, BMC-91X, or BMC-34 form on a carrier's behalf. The carrier purchases the policy; the insurer submits the proof of coverage to FMCSA directly.
